and Financial is a general word, all what concerns money as Christine pointed.
Fiscal is specific, it deals with the money that the government collects from economic activities as taxes etc....Cherry's good example: Fiscal Year

fiscal -[as an adjective]this pertains to the public treasury in general.
fiscal - [as a noun] an attorney that prosecutes.
