broadly speaking = speaking generally or loosely and without regard to specific details or exceptions. Example: Broadly speaking, I am not fond of used car salesmen.

It's not an idiom. It means exactly what it says!

Jura is right. Similar expressions include: "In general", "Generally speaking", etc. Don't say "In broadly" though.
