haha, It means ash-tray on a motorcycle.
It's even used in english :P.

"cenicero de moto" -------->(motorcycle ashtray) .. omg! it does not exist! ..if it existed it would be really useless...so this is the reason for this idiom! ..
this idiom means -----------> u are useless
- it's said to a person who is useless. ----- >u can use it when somebody is anable to do a simple thing ..
-(it's also said to a person who is dealer -----> in neighborhood) <---------- not a common one!

Hairo´s right! It´s a colloquial way we use in Argentina to say that someone is useless. There are so many ways to say it, but many of these are naughty words. I share one of these:
"bocina de avión": "useless as plane´s horn".
