It has two uses that I am aware of in American English.
It usually means "Calm down!" or "Relax!"
The word "chill" without the adverb "just" usually means to "hang out" or to "spend time with friends."

It means relax. One way to use it is if you have a friend who is stressed about something small, you can tell them "Just chill, it's not a big deal."
