"It's lame" means, "It's weak, ineffectual, inferior, contemptible or nasty"
Examples:
"That's a pretty lame joke."
"When you make excuses for laziness, they are lame excuses."
"Bigotry is a very lame attitude!"
"Only a lame person puts others down."

It means it's stupid. You can't find more stupid nation than Americans, but still for them, lame means silly and stupid.

"Lame" literally means something cannot walk properly. We extend this analogy to situations, ideas, jokes and so on to mean they are not good enough, poor quality or almost useless.
