A rough carpenter makes things like frames and supports - structures where fine measurements and looks are not so important.
A finish carpenter makes things like cabinets and find furniture - things that call for more exact measurements and looks are generally more important.
In some rare cases, where frames need precise measurement, framework could be considered as finish carpentry.
The framework for a house would be considered rough carpentry - it will be covered by a wall anyway. The cabinets and furniture in the house would be considered finish carpentry.
