I don't know this song, but it is clearly a reference to a song by the hugely talented singer and song writer called 'Prince'. Essentially, party like the world is going to end. Some also believe the Apocalypse will come in 2012.

Probably a made-up word meaning something that's like, similar to, a party. That international party-like conference turns out to be a carnival of those f-up leaders.
