What means "steel-driver" What sort of occupation is it?

What DOES "Steel Driver" mean? It could be a construction worker who pounds steel pegs, or very long steel nails into the ground, railroad tracks, or foundation of something.

A steal driver man creates Railroads. They hammer spikes into the rail ties.

A person who uses hammer and chisel( used to break and shape rocks) to construct tunnels for rail road. But they are not much needed these days, thanks to technology now we use huge machineries to make tunnels through giant mountains.
