Perfect explanation (Ana A) and to make it more easy i'll give you an example on each
1-He allocated a room to each student
or
They allocated 500$ to the project
-That means:To preserve a certain (thing ) for a certain (person) or a certain (thing)
2-Our shops are distributed all over the city.
That means:Just to give anything in a randomized way

The difference is in the delivery of the items being apportioned. When a portion is allocated to a recipient, it is virtually reserved for that recipient - but not necessarily delivered to them and may still be held by the allocator. If the portion is distributed, then the recipient has actually received the portion that was allocated to them. This is the difference as determined under U.S. federal tax laws, as I understand it.
