"What DOES it mean?"
It means something to go on the inside of the material of the jacket.
A jacket may be lined with green silk for example :)
or lined with more warm material.
The lining - the stomach has a lining too - it's an additional thing which follows the shape of the original thing.

to put a layer of material inside your jacket. Though it is usually for warmth, it can be lined with watches if you want to sell some cheep watches; it can be lined with kevlar if you might be shot, and you can line it with other things if you have creative about it.

If you are making your own clothes, or want to buy a jacket, you can buy one or make one with a lining inside. You can have a silk lining, linen, cotton, polyester or any kind of fabric. The lining is on the inside against your skin.,
