The english proverb is "It's good fishing in troubled waters". Se refiere a que cuando el río está revuelto, en las situaciones confusas o cuando se producen cambios o desavenencias, hay quienes sacan beneficio aprovechando tales circunstancias.

Este es uno de los llamados "refranes" populares. Literalmente significa que cuando los peces están distraidos tratando de luchar por defenderse en el río, los pescadores aprovechan la situación, logrando mejores capturas. Esto se puede aplicar a cualquier situación de la vida diaria. Espero que se sirva de ayuda !

Most of these phrases are called "Refranes" and they use a phrase that is wise or like a lesson for life. They use double sense so it would be difficult for a non native speaker to understand them.in this case it means To a overflooded river, gaining of fishermen.Literally it means more fish for the fishermen, and if you apply that to life it means for example in work if theres a lot of movement then more gaining for workers. Something like that....
