Number one is the correct way. :) "Overspeeding" isn't really a word. The "over" is unnecessary because you've already said that it's speeding, which means it's going over the speed limit.

Number one is better. A vehicle is speeding or not. It can exceed the speed limit, but overspeeding is redundant.
