It means "I am pleased/satisfied/happy that I accidentally/by chance saw you!" It is just something you say if you seeing someone somewhere without previously arranging to and want to indicate that you enjoyed seeing them.

"Run into somebody" means; To meet someone suddenly specially when you do not expect to meet them that time. so the sentence means; "I am happy to met you"
