what's the difference between جمع غير عاقل(non-intelligent being plural)and
جمع مكسر(broken plural)?

Very interesting question and actually I do not know if my answer is completely correct or not but I'll answer and others might comment and correct me if I'm wrong.
As you might know there are three types of plural in Arabic :-
1.جمع المذكر السالم
2.جمع المؤنث السالم
3.جمع التكسير
The جمع غير العاقل might be any of these types it only depends on they type of the word is it عاقل or غير عاقل .
The thing that might confuse you a bit is that in Arabic we have a special rule for جمع غير العاقل which is that جمع غير العاقل must be referred to as a singular feminine (مفرد مؤنث)
An example of that would be :-
If you want to say this sentence in Arabic :-
These walls are white.
you might say :. هؤلاء الجدران بيض And this is absolutely wrong !!!
You should say :. هذه الجدران بيض
If you have noticed the "هذه" word it is the word we use in Arabic to refer to the singular feminine (المفرد المؤنث)
