In this context, the word "drawn" simply means "made". "The distinction is made even today" has the same meaning. We use the word "draw" with "distinction" and "conclusion". You can "draw conclusions" and "draw distinctions" and it simply means that you "created", "made", or "came up with" a conclusion or distinction.
