What is "parent department"?
I came across this word in the following paragraph.

From then on I became less than a perfect husband. To hear Rachel tell it, I wasn't much in the parent department either.
*************
"I" is a 56 year-old man, and "Rachel" is his daughter.
What does "I wasn't much in the parent department" mean?

He means he wasn't much in his role as a parent. This type of saying can be used with other word such as "student". When someone references "student department" they mean their role as as student.
