Does any one knows the difference between a tin whistle and a penny whistle??

they both mean the same as an inexpensive fipple flute

Looks like there's no difference, it's the same instrument. "The tin whistle, also called the penny whistle, English flageolet, Scottish penny whistle, tin flageolet, Irish whistle, feadóg stáin (or simply feadóg) and Clarke London Flageolet", says Wikipedia.
