Yes you mainly use "penser à" to think of. form affirmative. We use penser de for the question: que pensez-vous de ? What do you think of ?

Pense is a present tense use of the verb "Penser" (To think). "Quand je pense à toi" basically means when I'm thinking about you or when I think about you.
