When something is dying ... like a wounded person or an old, beat-up car ... they say "it's sputtering"
Sputtering means taking its last breathes, gasping for air, eyes wide, desperate for oxygen to stay alive...

sputtering is something car does when it's not running very well. so a sputtering economy is an economy that isn't growing at a good pace or is slow to grow at a good pace.
