Probably. Hyphenating phrases ( - ) like "action-packed" is done inconsistently in written English.
However, here is an example where it could mean something different:
In the factory, we had a machine that was programmed to extend its robotic arm and perform the complicated procedure 3 times every second. This action packed 180 boxes every minute.
