what does "swirl" mean here? what is the meaning of swirl in the following sentence? "rumors swirl about the cast of..."

Moving water (like in a river) swirls. It's hard to predict where the water will go. The same image is applied to how the rumours are behaving: like swirling, unpredictable water.

Peachy is correct but it also means that the rumors are surrounding them and they are very intense.
