This is a term used only in British English (maybe also in Australian English, but I've never heard of it there). If you're in Britain, you can use that word, and you can use it just like you thought you could.
If you're in the USA or Canada, though, I'd highly recommend against it. Not a single person on North America would ever use that word unless they were talking about a person named "Lou".
