What does what's up mean? Is it like hello and how to answer it?
I find it hard to understand it.
Is it like hello or how is it going?And how to answer it?Someone said that I should give answers like I am fine or not much.
When I meet new friends at the first time,can I use it?

Yeah. It's small talk that essentially means "How are you doing?". And you do, in fact, respond with things like, "Not much," or, "I'm doing fine. And you?".
You can say it to any friend or even mere acquaintances (as long as it's not a formal setting).
