It is saying that any physical object can be measured. Dimensions are like how tall, wide, and long something is. I hope this helped!

Its meaning is one thing. Its validity is another. As far as I can see - the statement is rubbish. Dimensions are lengths, as Drew said. But the statement doesn't mention a physical object - it mentions a physical quantity. And it certainly is not true that any physical quantity has dimensions. A voltage is a physical quantity that does not have a dimension. Neither does a force.

Any physical quantity is a real object, a substance or mineral inspired. If it exists, it takes the place of the volume and thus it can be identified, and before all the physical parameters, as indicated by its size even negligible. As a negative example is the tale of the hero of one of the gods. Them in nature and can not be found. Seek nothing. If they were, they had a size.
