When is 12:00 PM?
I want to make sure that 12:00 PM is noon, because it means midnight in Japanese. Is it commonly used without confusion?

The abbreviation "pm" means "post meridiem"; meridiem is noon, ie. the middle of the day. Post means after.
During daylight hours, 12:45 is after the middle of the day, as is 12:30... 12:15... and 12:01. These are all "pm" times. 12 midday is 12:00pm. Look at a clock face (ie. one with hands) and you'll see there's really no confusion.

12 p.m. is one minute after 11:59 p.m., so it should be midnight.
Better use the term midnight or noon instead of 12 or use a 24 hour clock.
