Om 14 uur ben ik naar Rotterdam gegaan. --> At 14.00 I went to Rotterdam.
You use 'gegaan' with direction.
You use 'geweest' if it happened in the past.
Ik ben vandaag in Rotterdam geweest. --> I have been in Rotterdam today. It also been that you have left the place.
