Both are correct. You could also say 'appropriate attire'.
'Outfit' is more specific than 'clothes' and suggests that all the pieces of clothing should go together as a unit.

I would simply write "dress appropriately". This means that I expect them to wear casual attire for an outing, business dress for a business meeting, and old clothes that are expendable if we are painting/cleaning/repairing.
