What does it mean " it couldn't matter less" and what is the difference to this phrase "It doesn't matter"

It matters so little that it can't possibly matter less than it already does. Basically zero.

'It couldn't matter less' means more or less the same as 'it doesn't matter'. However, the first one is more emphatic; like 'I don't care about that at all.' 'It couldn't matter less' is rarely used.

Does it mean "it's really matter", the opposite of "It doesn't matter"?
