मैं अखब़ार पढ़ रहा था। ( I was reading a newspaper.) - past continuous
मैं अखब़ार पढ़ रहा हूँ। ( I am reading a newspaper. ) - present continuous
मैं अखब़ार पढ़ रहा होऊंगा। (I will be reading a newspaper.) - future continuous.

I might be incorrect, but I would kindly suggest:
Past form: मैं अखबार पढ् रहा था or मैने अख़बार पढ़ा |
Future form: मैं अखबार पढ़ुंगा |
