What is the difference between The clouds broke and The clouds have broken? This is just the difference of tense?

Clouds don't break. Anyway, if you want to study past tense and present perfect I suggest you Google some pages..

Clouds can break :) However, this is just a difference in tense, which as the other answer suggests, is probably best studied with a grammar book or website. Some examples: Once the clouds broke, I was able to see the mountains clearly. Since the clouds have broken, I'm going to the park to enjoy the sunshine.
