What does "social entrepreneur" mean? Without business entrepreneurs, social entrepreneurs would have no way to pay the bills.

I believe this sentence means that if business entrepreneurs did not grow businesses, then "social entrepreneurs" (meaning those politicians who try to control societal and economic systems that tax and redistribute money) would not have anyone to tax.
