This is using a metaphor for "exploring, dreaming and discovering". The metaphor is about sailing and bowlines are used to hold the sailboat to the dock (where there is no danger). Throwing them off means going sailing!

The bowlines are the ropes or lines that hold a ship safely at the dock. For a ship to sail (and possible sail into danger), the bowlines must be thrown off where they are attached so that the ship can move away from the dock.
