What form is 좋네요 and in what sense is different from 좋아요?

좋네요 effectively has the same meaning as 좋하요. 좋네요 simply adds in the element of exclamation. For example,
A: This cake is good, isn't it? 이 케이크는 맛있죠?
B: Yes, it is good. 네, 좋하요.
Or
B: Yes! It's so good! 네! 진짜 좋네요!
