Usually you would see that as 'low slung', and it means that the body of the car is very close to the ground.

Swung here is the past tense of Swing. And the definition of swing is to move in a curve like pattern I think.
Might be wrong but I think that the car moved in a curve like manner (perhaps like when you drift a car).
The "low" there probably indicates that the curve was shallow.
