There are a few different uses for the phrase. Some of them mean the same as "I'm sorry."
It can be used to apologize for something (just like "I'm sorry").
It can be used to ask someone to repeat something (in case you couldn't hear them clearly or don't understand what they say).
It can also be used to get someone's attention in order to ask them a question or request something from them.
