What does "할까말까" means?
I was on a conversation when he obviously said 할까말까. What does it means?

할까말까 means "Shall I do that or not". So he was not sure what he wants to do with something. And it depends on the sort of topic you were talking about.
ex) 전화를 할까 말까? Shall I call him/her or not.
고백을 할까 말까? Shall I confess my love for her or not.
