issue as a noun is a problem or a question. We have an issue with the new product range. (there is trouble with it)
Issue as a verb is quite different. it is to give or distribute. The term GI for soldier comes from Government Issue. for things received by the government.
The government issues bank notes
I issued my new employees with their ID cards. ( i gave them the cards. Usually part of a formal process. )
