As a noun, trouble is more severe. A person's car not starting in the morning is a problem. Being arrested by the police is being in trouble, not just a problem.

A problem is a situation which has an answer - Trouble refers to a situation where there is fault. I cannot figure out the problem on this test, I will be in trouble if I fail it!
