It means ALL of us can't tell others what to do, lead them nor order them but only some of us can. And those people can be a leader doesn't mean they can make others follow everything they do, say or tell them what to do. Maybe some of them just do it because they MUST do it, but they might NOT want to do it. I hope it helps you at least for a little bit.
