Strictly speaking, 道路 seems to be defined by the law. http://ja.wikipedia.org/wiki/%E9%81%93%E8%B7%AF http://www.mlit.go.jp/road/sisaku/dorogyousei/2.pdf but Japanese commoners like me would imagine 道路as an asphalted road for both cars and people. 道路 includes 車道 and 通り. 車道 is very specific.
