What does the letter ฦ mean? I cannot find it in alfabet, is it L, M or H class?
I saw this letter in the words "pa sa ang krit", so I think it must be the "r" sound, is that right?

The word "ภาษาอังก ฤ ษ" is using ฤ not ฦ (u see difference ?). { I can't think of any word using ฦ nowadays.}
The "ฤ" letter is officially classified as a vowel that's why you can't find it neither in L,M or H class consonant.
Since the appearance of the "ฤ" is more similar to those consonants therefore it's kind of confusing, by the way you can find one word using "ฤ" as an alphabet e.g. ฤาษี (Ascetic). (No other words have been seen so far.)
You are right that the "ฤ" has its tone similar to "ร" (R).
