What's the difference between 오늘 and 오늘따라?
I know that 오늘 means today. What exactly does 오늘따라 mean and when do you use it?

It means "especially today" for "오늘따라".:)

2. "오늘따라 너 예뻐보인다" "나 머리 새로했어!"
"아 어쩐지 다르다 했어!"
