In an e-mail: Best Regards or Best regards? Should I use the capital letter on 'regards' or not? Thanks and please correct my English too.

Yes, a lower case 'r' for 'regards'. I'd also recommend some alternatives, like 'Best wishes' or a simple 'Thanks', as a polite, natural way to sign-off an email.
