Do "the dump" sand "the rubbish tip" mean the same?

In most cases, yes. 'Rubbish tip' is British, and 'dump' - I believe - is used both in Britain and the US.

You can say 'the tip' or 'the dump' without adding rubbish, people would still know what you mean.
