Is weather report same as weather forecast?

"weather forecast" is the weather in the future.
"weather report" is the weather now and usually the future.
So, yes, they can be the same.

Thanks for the answers! So it looks like there's a slight difference between the ways it's used in British and American English?

A forecast shows what the weather will be within a week or so. A report shows what the weather was or currently is.
A weather station can also report (verb) their forecast.
