Is it correct?
Heed what I say! Or you'll regret some day. Should we use "heeding" instead of "heed".

No, 'heed' is correct. It's an imperative, the same as 'Look!' or 'Come in' , so we use the base form. Why did you want to use the 'ing' form?
By the way, this is a very old-fashioned phrase. It is very rarely used nowadays.
