What is the difference between rince agus damhsa?
Also, is there a difference in when one would use rinceoir or damhsóir?

"Rince" and "rinceoir" are more prevalent in the south; "damhsa" and "damhsóir" are more prevalent in the north. There are quite a few differences in vocabulary between dialects.
