Well, let's look at the same prepositions in a different context.
I turned to my father. (I moved so that I was facing my father. Perhaps I wanted to ask him a question.)
I turned into my father. (I became the exact kind of person my father is. The apple doesn't fall far from the tree.)
Your second sentence (with just "to") doesn't make sense.
