Both ones sound a bit awkward.我要跟(or 和)你聊天is a better choice. In this sentence, 聊天is the verb.跟你is with you.But in your two sentences,给 is a verb too which makes them wrong.

For my perspective, Mandarin is all about combination of characters. "要"=want,"給" =give, “聊天”=chatting/small talk, "說話"=speak/talk, combining them it will be "I want to give you a small talk " or"I want to give you speak" Both sound weird. Normally we say:"I want to talk with you". 我=I/想要=want to/和=with/你=you/聊天=talk 我想要和你聊天。
