It is a slang interjection, a shortened form of the word "вообще".
It can be used to express different emotions from suprise to disappointment.

Я ваще ничего не понимаю. - I don't understand nothing. (expresses confusion in situation).
Ну ты ваще мужик! - Expresses admiration and maybe respect.
Ваще кайф! - espresses rapture and ecstasy.
